The Office of the United Nations High
Commissioner for Human Rights (OHCHR), together
with the United Nations Development Programme (UNDP),
is launching the 4th Phase of the Assisting
Communities Together (ACT) Project, which makes
grants up to US$ 5,000 available for
community-based organizations (NGOs, trade
unions, etc.) to support them in their human
rights education activities.
The 4th Phase of the ACT Project will be
implemented in the following countries (listed
by region):
AFRICA: Burkina Faso; Burundi; Cameroon; Chad;
Congo; Democratic Republic of the Congo;
Ethiopia; Guinea; Kenya; Malawi; Mali;
Mauritania; Niger; Somalia; Sudan; Togo.
ARAB COUNTRIES: Egypt; Jordan; Occupied
Palestinian Territory, including East Jerusalem;
Yemen.
ASIA PACIFIC: Cambodia; Fiji; Indonesia;
Mongolia; Samoa; Thailand; Timor Leste.
EUROPE: Belarus; Bosnia & Herzegovina; Georgia
(Abkhazia); Kyrgyzstan; Moldova; Romania; Serbia
and Montenegro; Tajikistan; Uzbekistan

Call for proposals relating to the eTEN
programme

General Information :
The European Commission has issued a call for
proposals for projects of common interest in the
field of trans European telecommunications
networks, in the context of the eTEN programme.
Proposals must refer to one of the following
action lines:
- A1: e-government (e-administration) ;
- A2: e-health (e-healthcare) ;
- A3: e-inclusion;
- A4: e-learning;
- A5: trust and security;
- A6: supplementary support and coordination
actions.
The proposed indicative budget for this call is
37.5 million euro.
Remarks :
The deadline for submitting tender documents
is 10 September 2003.

Prior information for information society call
for proposals
The European Commission has published a
prior information notice concerning a call for
proposals for projects in the information
society section of the Sixth Framework Programme.
During the course of 2003, DG Information
Society intends to launch calls for tenders for
studies on some or all of the following issues:
- e-government services;
- public administration survey;
- best practices in government back office
integration;
- security certification of IT products in
Europe;
- DG Information Society digital rights
management study group;
- research's actors in Europe ('who is doing
what?') ;
- impact study;
- study to support five year assessment:
evaluation of the networks of collaboration
between participants in the Fifth Framework
Programme (FP5) IST programme and their
evolution to collaborations in the ERA;
- monitoring strategy and requirements for
IST-RTD in FP6;
- analysis of impacts of benchmarking and the
eEurope actions in the open method of
coordination (OMC) ;
- preliminary analysis of the contributions of
EU information society policies and programmes
to the Lisbon and sustainable development
strategies;
- study on follow up to the Council resolution
on network and information security inventory
and analysis;
- trustworthiness of operating systems;
- information security market in Europe
including new entrants;
- availability and robustness of electronic
communications infrastructures;
- telecom employment job in Europe;
- financing of broadband infrastructures in
Europe;
- use of ICT and Internet in schools, exchange
of good practices;
- standardisation and interoperability in
electronic communications networks and services;
- public policy treatment of digital terrestrial
television in communications markets;
- interconnection and access arrangements in NGN
networks;
- assessment of cost structure in mobile
networks, in the context of the application of
the new regulatory framework for electronic
communications;
- consequences of convergences: identification
of regulatory, technical and market issues and
possible ways to address them;
- regulatory treatment of interactive TV;
- information on the allocation, availability
and use of radio spectrum in the European Union;
- indicators for the information society in
south east Europe;
- ICTs and development in Africa;
- monitoring of Russia and Ukraine (1st
priority) and Moldova, Belarus, Armenia,
Georgia and Azerbaijan (2nd priority) -
telecommunications and the information society;
- regulation of broadcasting issues under the
new regulatory framework;
- framework contract for technical, economic and
regulatory studies on effective implementation
of radio spectrum policy in the Community;
- framework contract/studies to be carried out
on radio spectrum policy issues with a view to
the adoption of opinions by the radio spectrum
policy group;
- effectiveness of R&D for micro-/nano-/opto-electronics
sectors' competitiveness;
- exploratory study on the potential
socio-economic impact of the introduction of
intelligent integrated safety systems in road
vehicles;
- eTEN: trans-European deployment potential,
sustainability and exploitation models for
public services in the context of an enlarged
European Union;
- intermediate evaluation of the eTEN programme;
- national/regional/local broadband deployment
initiatives;
- EU benchmarking of framework conditions for
re-use of public sector information;
- public sector data collections.
The total envisaged budget for all activities is
13,590,000 euro.

LOCAL PILOT PROJECTS ON HUMAN RIGHTS EDUCATION.
Application deadlines: May 1, October 1,
2003
Projects must take place between March 2003 and
March 2004. Selected projects can be funded up
to a maximum of 7 600 euro. Financial assistance
in support of local pilot projects is important
to the Youth Programme on Human Rights Education
because it will allow for new initiatives to be
set up and will motivate supporting local NGOs
and groups to undertake action related to human
rights education with young people. By funding
pilot projects on human rights education through
the European Youth Foundation, the Directorate
of Youth and Sport seeks to actively contribute
to the inclusion of human rights education in
youth work practice and to encourage innovative
practices and partnerships, both in formal and
in non-formal education contexts.

GIVE 2003- Graz Invites young Volunteers from
Europe

Background of the project
Graz in the south of Austria will be the only
official Cultural Capital of Europe in 2003.
Graz wants to use this opportunity and present a
year of a packed and various cultural and art
programme.
There will be big exhibitions prepared by
well-known and experienced curators, and also
smaller shows of contemporary works one does not
have often the chance to see. There will be
interesting stage directions of assigned plays
by local and international authors and a whole
year long sequence of musical performances
conducted and given by the "Icons of the 20th
century". There will be a thorough presentation
of local and international works in art and
culture throughout the year 2003. There will be
focal points and events on religious
interrelation, academic co-operation and future
development and sports. There will be programme
emphasising on the culture of and for youth as
much as a year long artistic programme for
children.
It will start on January 9th to 12th 2003 in
Graz with a grand opening event, that stretches
over the whole weekend and includes the official
opening and a big event for the public on
January 11. Graz 2003 ends on November 30, 2003.

What does it mean to be partner organisation of
GIVE 2003?
¨ Forwarding the information about GIVE to
potentially interested young people.
¨ Find one or two interested young people,
collect their application form and forward it to
the organisers of GIVE.
¨ Facilitate the communication between the
organisers of GIVE and the volunteers.
¨ Help the volunteers to prepare for their stay
in Graz.
¨ Help with organising the international travel
to and from Graz and with obtaining the visa if
necessary.
¨ Stay in contact with the volunteers during
their stay in Graz.
Financial conditions for GIVE
GIVE project is financially covered through the
organisation Graz 2003. A financial support by
the European Commission through the YOUTH
programme, European Voluntary Service, is
foreseen.
¨ Volunteers will receive free accommodation and
food while their stay in Graz and a monthly
pocket money.
¨ Graz 2003 will cover one international travel
ticket from the home-town of the volunteer to
Graz .
¨ The volunteers will receive language training
during their stay in Graz.
¨ The volunteers will be fully insured against
illness, accident and third party liability.
¨ The volunteers will be supported
professionally throughout their time in Graz.
The Sending Organisations of the volunteers
receive financial compensation for their work.

The Confidence-building Measures Programme
Application deadline: 15 November 2002
Projects, of which the primary aim is to improve
intercultural relations, can be submitted by
NGOs, local and regional authorities, media and
educational establishments. In addition to their
inter-ethnic character, projects should be
relevant to one or more of the various fields of
the Organisation's intergovernmental work
programme, including human and minority rights,
democracy, democratic citizenship, media,
education, culture, social cohesion, youth,
local democracy and transfrontier co-operation.
The maximum contribution that can be granted for
a one-year project is generally 25,000 euro.
As in previous years, preference will be given
to projects which fit within one or more of the
following categories:
- Projects relevant to one or more countries of
the Caucasus and South East Europe
- Projects promoting the integration of Roma
communities
- Projects promoting Council of Europe legal
standards, particularly in the field of the
promotion of human and minority rights
- Projects linked to structures set up within or
related to the Council of Europe (e.g. Field
Offices, Information and Documentation Centres,
Local Democracy Agencies, International NGOs
enjoying consultative status with the Council of
Europe)
In addition, in 2003, special attention will be
given to projects aimed at (i) the promotion of
inter-religious dialogue; (ii) the integration
of foreigners and (iii) promotion of civil
society contacts between Council of Europe
member States and adjacent countries in the
Mediterranean basin.
