Society Institute- 2004-2005 Undergraduate Exchange Program

The Open Society Institute (OSI) is pleased to announce the Undergraduate
Exchange Program (UEP) for the 2004-2005 academic term. UEP supports students
from Bulgaria, Croatia, Macedonia, Moldova, Mongolia, Romania, and Serbia in the
US for one-year of non-degree academic studies.
The program seeks to assist educational and civic development in Eastern Europe,
Central Europe, and Mongolia by exposing participants to a liberal arts
curriculum, different models of classroom instruction, community service work,
and civil society related programming. The UEP combines the US liberal arts
academic experience with exposure to American social issues and civic
development through involvement in community service related work. The program
aims to create lasting ties among participants and their American colleagues
thereby contributing to cultural understanding and tolerance.
Participants attend a university or college in the United States for one year.
While in the US, grantees must complete 25 hours a semester of community service
work in an area of interest to them. At the end of the year, they are expected
to return home to complete their degrees. Once back in their home country,
grantees are expected to complete a community service internship or service
project in their own community.
The Program does not discriminate on the basis of race, color, sex, religion,
sexual orientation, or disability. To be eligible for the Undergraduate Exchange
Program, applicants must:
1. Be a citizen or permanent resident of Bulgaria, Croatia, Macedonia, Moldova,
Mongolia, Romania, or Serbia.
2. Be 19-23 years old as of July 1, 2004.
3. Be a current second-year undergraduate student studying American Studies, Art
History, Classical Studies, Comparative Literature, Cultural Anthropology,
Economic Theory, Fine or Performing Arts, History, International Relations,
Journalism, Law, Philosophy, Political Science, or Sociology.
4. Be enrolled in an accredited university in their home country.
5. Be in his or her second year when applying and have at least one year of
study remaining at his or her home university when the applicant returns.
6. Have an outstanding academic record.
7. Have a history of community and/or extracurricular involvement.
8. Have spent previous two years in residence in home country.
9. Have not attended a US university.
10. Have not attended high school in the United States for more than one
academic semester.
11. Be fluent in reading, writing, and speaking English.
12. Be able to begin studies in the summer of 2004.
A panel of experts in the United States determines participant selection and
university placement. Candidates do not apply to a specific university.

REGIONAL FELLOWSHIPS
PROGRAM 2004-2005
The New Europe College in Bucharest (Romania) announces the REGIONAL FELLOWSHIPS
PROGRAM in the humanities and social sciences starting October 1, 2004.
Targeted are researchers and academics (preferably young) from South-Eastern
Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Former Yugoslav
Republic of Macedonia, Republic of Moldova, Slovenia, Turkey, and Yugoslavia),
who are in the final stage of completing a Ph.D. program or who already have the
Ph.D. title.
Duration of the Fellowship: one term or a full academic year (10 months)
a) October through February, b) March through July, or c) October through July.
Location: the New Europe College in Bucharest.
The Fellowship consists of: a monthly stipend (basic stipend of 460 EURO - tax
free), accommodation, a one-month research trip abroad to an institution of the
Fellow's choice (2,560 EURO for transportation, accommodation, and per diem),
international transportation to and from the home country of the Fellows at the
beginning and the end of the Fellowship, as well as for season holidays.
The Fellows are expected to work on a project to be published by the New Europe
College after the end of the Fellowship (in English, French, or German), and to
take part in the scientific events organized by the New Europe College
(seminars, workshops, conferences, lectures held by foreign scholars, symposia,
etc.).
Working languages: English, French, and German. A good command of English is
desirable.
The deadline for sending the completed application is January 15, 2004.

Southeast
Europe Youth Leadership Institute - SEEYLI 2004

The Southeast Europe Youth Leadership Institute invites you to apply for the
opportunity to participate in an intensive, challenging 4-week study of civil
society in the U.S., beginning July, 2004. During this month, while staying at
a university campus near the U.S. capital, student and adult participants will:
. engage in several small, intensive group workshops, focusing on the
skills of advocacy, negotiation, investigation, and leadership.
. study and practice debate
. explore American culture through visits to area attractions, two-week
home stays with American hosts, and interaction with American students.
To be considered for this program, applicants must first be selected to
participate in a local 3-day leadership camp in January or February 2004. Local
camps will be held in Albania, Bulgaria, Kosovo, Macedonia, Montenegro, Romania,
and Serbia.
The local camps will bring together secondary school students and
teachers/community leaders who work with youth for a variety of team building
and leadership activities. (The student/teacher ratio will be approximately
5:1). Participants will explore the roles and responsibilities of the
individual in a civil society and develop concepts for local community service
projects. 15 of these participants will be selected to attend the 4-week U.S.
camp. Those not selected to continue the program in the U.S. will still benefit
from the local camp experience by developing leadership and group interaction
skills, and by working with other local youth to develop ideas that will benefit
the community.
Because of the rigorous nature of the SEEYLI program, participation in both the
local 3-day leadership camp and the continuing summer program in the U.S. is
highly competitive and selective.
There is no charge to apply to the SEEYLI program. Likewise, there is no charge
to participate in either the 3-day local camp or the 4- week program in the
U.S. Participants in the U.S. program will receive a modest per diem
allowance.
Students who are eligible to apply for possible participation in the 4-week U.S.
SEEYLI program must:
a.. be born between September 1, 1986, and June 1, 1989.
b.. be proficient in English (SLEP test will be administered in English to all
qualified applicants).
c.. have a valid passport from their country of residence.
d.. have parental/legal guardian approval to participate.
e.. submit a complete application, including photograph, transcripts and
letters of recommendation, by December 1, 2003.
f.. be able/willing to spend 4 weeks in the U.S., Summer 2004.
g.. be able/willing to attend a local 3-day leadership camp in Winter, 2004.
Teachers/community leaders who are eligible to apply for possible participation
in the 4-week U.S. SEEYLI program must:
a.. be proficient in English
b.. have a valid passport from their country of residence.
c.. submit a complete application, including photograph and letters of
recommendation, by December 1, 2003.
d.. be able/willing to spend 4 weeks in the U.S., Summer 2004.
e.. be able/willing to attend a local 3-day leadership camp in Winter, 2004.
Qualified student applicants will be evaluated on the following criteria:
. a demonstrated commitment and interest to service in the school,
neighborhood, city or country
. an ability to work cooperatively in diverse groups
. a demonstrated leadership aptitude/ability/interest
. a desire and ability to develop concrete plans for local service
projects
. an energetic, positive demeanor
. a tolerance for the ideas and opinions of others
. an ability to think critically
. good academic performance
Qualified teacher/community leader applicants will be evaluated on the following
criteria:
. a demonstrated commitment and interest in service to their local
regions
. active in working with youth in a school/neighborhood/city
. a desire and ability to develop concrete plans for local service
projects that involve youth
. a demonstrated leadership ability
. a tolerance for the ideas and opinions of others
. an ability to work cooperatively in diverse groups of peers and
students
. an ability to think critically
. an interest in locating and working with community organizations,
especially those that serve youth
For both students and teachers, geographic diversity will also be a factor in
selection.
How do you apply?
. Complete an application form, in English. Applications must be
hand-written by the applicant. Attach a recent photo to your application.
. Submit 2 letters of recommendation along with the application, using
the forms available with the application. (Students should submit letters from 2
adults (other than relatives) whom they have known for a substantial period of
time. Teachers/ community leaders should submit one letter from a colleague and
one letter from a supervisor.)
. Students should also include secondary school transcripts showing
coursework taken and grades earned.

CITIZEN PARTICIPATION IN
LOCAL GOVERNANCE
European youth exchange programme - a Joint Civitas - Bosporus project
Exchange duration: 20.09.2003 - 27.09.2003

The idea to hold this project was elaborated because of the increasing interest
to take a closer look - with the help of different images of the participants
towards this topic - at the following initial questions:
- What does governance mean? How does participation fit in governance?
(advantages and disadvantages.)
- Which role will participation play for the EU in the 21st century and
its sustainability?
- Definition of the "Europe of the citizens"
- How should / could be the role of the citizen? What are the challenges
and opportunities in political and civic participation for youth?
- EU participation models - are they applicable in specific contexts of
candidate countries?
- Secure the sustainability of Europe through extended participation?
The discussion on these aspects is to a great degree linked with the further
development and the future architecture of the European Union. We believe that
the enlargement of the Union towards Eastern and South Eastern Europe countries
will have a great impact on the further steps of the European Union in its
efforts to be a Europe of citizens.
The project should achieve an active contribution to this complex theme. On the
one hand, the different national points of views and behavior patterns should be
made comprehensible to each other; on the other hand the European dimension of
the topic should be made clear to the participants.
This programme is subdivided in two parts:
- seminar (3 days at a seminar venue nearby Cluj-Napoca)
- additional information visits in Cluj-Napoca and a nearby town (3 days) -
round table discussions with public officials, with NGO activists dealing with
the issue at hand.
Target group
Young people (aged 18-25), preferably active in organizations active in areas
relating to this issue, from the following participating countries: Albania,
Bulgaria, Bosnia Herzegovina, Germany, Greece, Hungary, Macedonia and Romania.
