LOOKING FOR A CHALLENGE?
As part of a Belgian, British and Slovene consortium, Mercury Promotions is bidding for the job of promoting the EU in Romania. We need a total of 7 people for the dynamic team we are putting together to increase awareness about the EU in Romania. The job will last for one year and is extendable for a total of 2 years. All jobs will be based in Bucharest and the estimated start date is early November.

THE OPPORTUNITIES
1. Project Manager
Reponsibilities:
7 coordinating all aspects of the project;
7 reporting to the EC Delegation.
Requirements:
7 at least 10 years of management experience (in more than one country);
7 experience in managing EU funded projects;
7 good knowledge of Romanian public affairs;
7 good contacts in the Romanian and international media
2. Publications Officer
Responsibilities:
7 editing and proof reading all material that will be produced and circulated by the project (and on behalf of the EU).
Requirements:
7 excellent writer abilities (journalism/editorial experience would be an advantage)
7 good knowledge of the EU;
7 fluency in English and Romanian;
7 experience of communications activities within an international institution.
3. Head of Information Services
Responsibilities:
7 running the EC information centre on Calea Victoriei;
7 coordinating the flow of information from the EU to the press and public
Requirements:
7 excellent knowledge of EU matters;
7 at least 5 years management experience - of which three years should have been in "Information management";
7 fluent in both English and Romanian.
7 journalism experience would be an advantage
4. Networking and Special Target Group Manager
Responsibilities:
7 networking and developing activities for communicating with the "special target groups" (youth and rural population).
Requirements:
7 at least 3 years experience in networking activities (building networks or networking strategies) and information resources;
7 good knowledge and contacts in the regions of Romania;
7 good understanding of EU affairs.
7 experience with the media would be an advantage
5. Public Affairs and Events Manager
Responsibilities:
7 Co-ordinating all public events, seminars, training and conferences
Requirements:
7 at least 3 years experience in PR and in organising various kinds of public events with EU relevance.
7 very good knowledge of the Romanian public (the main target group)
7 good working understanding of EU affairs
6. Procurement Officer
Responsibilities:
7 procuring supplies and arranging contracts, in strict accordance with the EU procedures.
Requirements:
7 at least 3 years experience in procurement and contractual management;
7 acknowledged expertise in EC tendering procedures
7. Finance and Administration Manager.
Responsibilities:
7 managing the finances according to the strict EU regulations.
Requirements:
7 at least three years of finance management or supervision experience;
7 experience in working with EU finance procedures would be a major advantage.

CONSULTANT EDITOR WANTED
For monitoring reports on Access to Education and Employment for People with Intellectual Disabilities

Background
Since 2000, the Open Society Institutes EU Accession Monitoring Program (EUMAP) has monitored the impact of the EU enlargement process on the development of human rights and rule of law standards and policies in candidate countries and in the European Union. EUMAP has published a series of reports examining candidate countries compliance with various aspects of the political criteria for EU membership, as well as levels of compliance with minority protection standards in selected EU member States.
In 2003, EUMAP, in co-operation with OSIs Mental Disability Advocacy Program (MDAP), will prepare monitoring reports focusing on access to education and employment for people with intellectual disabilities. Monitoring will be conducted in 15 countries: Bulgaria, Croatia, the Czech Republic, Estonia, Greece, Hungary, Italy, Latvia, Lithuania, the Netherlands, Poland, Romania, Slovakia, Slovenia, and the United Kingdom.
The project will assess the situation in each of the target countries and formulate recommendations to improve current policy and practice. The reports will be extensively used as an advocacy tool to support change where it is necessary.
EUMAP is currently seeking a Consultant Editor to prepare for publication reports submitted by national reporters. This position is a unique opportunity to actively engage in, and contribute to, the improvement of the situation of people with intellectual disabilities at national and European level. Main tasks and responsibilities The Consultant Editor will write, substantively edit and proof-read monitoring reports on the rights of people with intellectual disabilities, in 15 European countries.
Specifically, he/she will:
1. Maintain ongoing communication with in-country reporters.
2. Review and substantively edit draft reports.
3. Organise and take part in roundtable meetings to discuss draft reports.
4. Draft and edit an overview report on access to education and employment for people with intellectual disabilities with input from the Program Director and reviewers organised by the Program.
5. Prepare report manuscripts for printing, ensuring grammatical, stylistic, typographical and substantive accuracy.
6. Help organise publicity and advocacy efforts surrounding the release of reports, and participate in related events as required.
7. Represent the Program at conferences, seminars, and in the media as required.
All activities will be carried out under the supervision of the EUMAP Program Director, the guidance of the Program Board and in co-operation with in-country reporters, the expert Advisory Board and relevant national Soros Foundations.
Qualifications
Required:
- Significant experience working with or writing on human rights or mental disability issues;
- Excellent research, writing, and editing skills in English;
- Strong organisational and analytical skills;
- Cultural sensitivity and judgement;
- Ability to work under pressure, in a team, and in a multicultural environment;
- Computer skills.
Desirable:
- Thorough knowledge of literature on human rights and the rights of mentally disabled people, and relevant international instruments;
- Advanced degree in relevant field, preferably international relations, law or political science;
- Experience in project management;
- Knowledge of another European language.
Please note that the position is a short-term (6 to 9 months) consultancy. While EUMAP and MDAP are based in Budapest, the incumbent will not be required to relocate and will conduct the majority of work via e-mail and telephone. The selected candidate will however be required to travel to the relevant countries, as necessary. The Consultant Editor will receive a fee on conditions to be specified in an OSI contract.

COUNTRY REPORTERS WANTED

  • 8 first wave EU accession countries (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia)

  • 2 second wave accession candidate countries (Romania and Bulgaria);\

  • 1 pre-accession country (Croatia); and

  • 4 current EU member States (Greece, Italy, the Netherlands and the United Kingdom).

EUMAP-MDAP are currently seeking experienced reporters to conduct in-country monitoring of access to education and employment for people with intellectual disabilities. This project will assess the situation in each of the target countries, and formulate recommendations to improve current policy and practice. The reports will be extensively used as an advocacy tool to support change where it is necessary. This project is a unique opportunity for national reporters to actively engage in, and contribute to, the improvement of the situation of people with intellectual disabilities at the national as well as the European level.
Description of Tasks:

  • The time commitment is 6-8 months for research; writing and editing the report; s well as planning and participation in public follow-up advocacy events.

  • The main tasks will include:

    • Preparing one draft country report on the basis of the EUMAP/MDAP methodology. This will involve desktop research and analysis (including media coverage and public debate whenever possible) complemented by interviews and on-site assessments.

    • Working with EUMAP editors to solicit review and critique of the draft report, through the organisation of a national roundtable with participation of experts from civil society, academia, and government

    • Working with EUMAP editors to incorporate feedback from the roundtable and from other sources (including EUMAPs Advisory Board, MDAP experts and others) into the draft report.

    • Uploading all materials cited in reports onto the EUMAP online library and presenting hard copies of materials which do not exist in electronic format to the editors for fact-checking.

  • Reporters are expected to respect the editorial schedule and comply with deadlines.

  • Reporters will participate in launching the report nationally and will assist in planning and organising the launch event, in co-operation with EUMAP, MDAP, National Soros Foundations and other partners.

Qualifications:
Applicants should have prior demonstrated experience with mental disability issues and/or human rights issues in their own country; she or he must have excellent writing, editing, and oral communication skills in English; proficiency in the national language; experience in field research; and strong advocacy abilities.
Compensation: Successful reporters will receive a fee on conditions to be specified in an OSI contract.

Advocacy Fellow Roma Training and Education Programs
The Public Interest Law Initiative (PILI) is a center for learning and innovation that advances human rights principles through assisting in the development of a public interest law infrastructure in Central and Eastern Europe, Russia and Central Asia. PILI was launched by Columbia Law School in 1997 with the support of the Ford Foundation and recently established a new headquarters in Budapest. PILI also maintains a small office at Columbia University in New York.
As part of its professional development program PILI seeks an Advocacy Fellow from the countries of Central and Eastern Europe and/or the former Soviet Union (the region ) for a one-year full time position.
The Fellow will work in the area of educational desegregation of Roma under the supervision of the Legal Officer of Training and Education.
Specific responsibilities may include:
7 Organizing workshops and other events following up on PILI s 2003 spring desegregation activities;
7 Research and writing;
7 Corresponding with project partners and experts;
7 Preparing for and participating in meetings and conferences;
7 General organization and project management;
7 Other program duties as assigned by supervising Legal Officer.
Requirements are:
7 University or college degree
7 Demonstrated commitment to human rights
7 Advanced written and oral English and at least one language relevant to the region
7 Excellent research and writing skills
7 Good communication, organization and time management skills
7 Ability to work independently and collaboratively

we are looking for 3 volunteers who will be involved in the following EVS projects:
-  Flying European Information (HEI n. 98-IT-154): 1 volunteer for a 12 months project concerning European information
- Young lives in danger ( HEI n. 1-IT-7578): 2 volunteers for a 6-9 months project concerning leisure activities with disadvanteged young people (from a problematic family background, drug addiction, etc.)
In addition, we are waiting for the assessment of a new EVS hosting project (our National Agency will inform us at the end of August). The project will deal with animation activities with children (1-6 years old). At present, obviously, we can not be sure it will be approved but if some of your users could be interested he/she can get in contact with us since now.
The deadline to submitt the applications is the 1st of September, nevertheless we need to collect all the candidatures by the 24th of July.
