New Europe College- Regional Fellowships Program 2004-2005- Calls For Applications

The New Europe College in Bucharest (Romania) announces the Regional Fellowships Program in the humanities and social sciences starting October 1, 2004.
Targeted are researchers and academics (preferably young) from South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Former Yugoslav Republic of Macedonia, Republic of Moldova, Slovenia, Turkey, and Yugoslavia), who are in the final stage of completing a Ph.D. program or who already have the Ph.D. title.
Duration of the Fellowship: one term or a full academic year (10 months): a) October through February, b) March through July, or c) October through July.
Location: the New Europe College in Bucharest.
The Fellowship consists of: a monthly stipend (basic stipend of 460 EURO - tax free), accommodation, a one-month research trip abroad to an institution of the Fellow's choice (2,560 EURO for transportation, accommodation, and per diem), international transportation to and from the home country of the Fellows at the beginning and the end of the Fellowship, as well as for season holidays.
The Fellows are expected to work on a project to be published by the New Europe College after the end of the Fellowship (in English, French, or German), and to take part in the scientific events organized by the New Europe College (seminars, workshops, conferences, lectures held by foreign scholars, symposia, etc.).
Working languages: English, French, and German. A good command of English is desirable.

Fall 2003 Alumni Grant Program
Application deadline: November 26, 2003

The Network Scholarship Programs (NSP) is pleased to offer the Fall 2003 Alumni Grant Program. The Program offers grants to NSP alumni to further expand the knowledge gained during their fellowship and make a positive contribution to their home country.

Eligibility
The competition is open to alumni of the following NSP programs meeting the criteria listed below:
Environmental Law/Management Program
Faculty Development Program
Global Supplementary Grant Program
Mongolian Professional Fellowship Program
Muskie/FSA Graduate Fellowship Program (only the fields supported by the OSI)
OSI Chevening Scholarships
OSI CNOUS Program (fellowships to France)
OSI DAAD Program (fellowships to Germany)
Social Work Fellowship Program
Soros Supplementary Grant Program
Supplementary Grant Program- Burma
Supplementary Grant Program- former Yugoslavia
Undergraduate Exchange Program/ Virtual University

Alumni must
1. Have successfully completed their academic program
2. Be in compliance with the conditions of their OSI grant
3. Currently reside in their home country or region (with the exception of SGP- Burma)
4. Present a project related to or applicable in their home country or region.

Grant details
All proposals must be related to the Open Society Institute's mission of supporting educational, social, political and legal reform, and of encouraging alternative approaches to complex and controversial issues. Collaborative projects between alumni, across countries (EU accession countries are especially encouraged to collaborate with countries further East); with host universities, are welcome. The alumnus/a must demonstrate a leading role in the project.

Areas of project activities could include, but are not limited to
- Alumni networking and fostering the creation of associations
- Initiatives that support the NGO and/ or non-profit sectors
- Activities that generate debate/ dialogue on local social and political issues
- Initiatives that further social justice or community welfare
- Other projects judged by the selection committee to be in the spirit of the program goals.

The Program will NOT support
- Individual travel grants for conferences, workshops, etc.
- Travel to or from outside the OSI region (western Europe, North America etc.)
- Any expenses taking place outside the OSI region (western Europe, North America etc.)
- Additional degrees, courses or certificates for an individual alumnus/a
- Academic research projects
- Publishing journals, thesis or books (newsletters or websites are acceptable)
- Projects that replicate existing efforts (i.e. local Soros Foundation projects)
- Educational Advising Centers for study abroad
- Purchasing office equipment (computers, photocopiers, fax machines etc)
Items that are allowable but are not considered a priority:
- Office space rental
- Office equipment rental

Selection Process
Selection is based on a project's relevance to the Program goals, its feasibility, and its potential for impact. The selection committee will be comprised of experts from the Soros Foundations Network and outside consultants who are familiar with the Open Society Institute's mission. All applicants will be notified of their status by the beginning of February 2004.
The competition will run twice a year.

Financial Terms
Applicants may request support for individual projects in the amount up to $5,000; collaborative projects (joint proposals by 2 or more alumni) requesting additional sums will be considered. All proposals must include a line item explanation of the budget.

ROMAN HERZOG RESEARCH SCHOLARSHIP for SEE Scholars
Alexander von Humboldt Foundation (AvH) and non profit Hertie Foundation
(GHS) in Frankfurt a/M provide for young and highly qualified students with exceptional qualities of leader in research and lectures from Central Europe and SEE to implement projects of their choice in Germany (age limit is 35). Applications can be submitted for long term period of research, between 6 and 12 months.
