Hello,
I am wanting some information. I am eagerly
planning to open a children's house in Romania
for babies 0-3 years of age. After hearing the
appalling condition of the orphanages there, I
feel I need to do my part.
I have spoken to some up running orphanages
regarding the government funding they receive,
and there answer was "nothing", they spend
approx $400 usd per month per child to help keep
things running. Plus high taxes to pay. I am on
my own right now, and haven't any donations from
no-one as yet.
I thought that the EU has allocated funds to
help the children of Romania to make there
situation better. Do you know where the funds
are allocated?
I was informed that $100usd per month per child
would be allocated to the children's house, but
this is not confirmed.
Please if you are able to help in any way with
this information. I know that the Romanian
government is not very helpful in this matter.
If you are unable to help, could you direct me
onto someone who may know more about this?

We are Remco van der Kruk and Wilco Leene
from the Netherlands and we are two curious and
serious journalists working for national
television broadcasting companies, public as
well as commercial. We are making a series of
documentaries on Eastern-Europe, most recently
about Romania and Albania.
As a result from our research we found this
address and we hope you can mean something for
us.
Our plan is to visit Copsa Mica, in the heart of
your country, soon to make some portraits for
television of interesting people related to the
changing situation of the city, and it's
(former) pollution in relation to everyday life,
since the end of Ceaucescu.
The plan for our documentary is to keep it very
simple, we want to make these portraits with as
little equipment as possible, meaning one small
digital television camera and some audio
equipment and just ourselves.
Our question to you is if you can help us with
some more information about the situation
nowadays in Copsa Mica. That would help us a lot
to get the right picture. We know Copsa Mica was
called the Black Town and living was very hard
because of the pollution. It is hard to figure
out if these environmental problems still are
dominating daily life or that things are really
are improved as much as we sometimes read about
it. We can hardly immagine - especially when we
read an major article in the Wall Street Journal
(TOXIC 'BLACK VILLAGE'IN ROMANIA SHOWS THE
ENVIRONMENTAL TOLL OF COMMUNISM) recently.
To achieve this we need some support and we hope
you can help us with that. Maybe you know
somebody who is well informed about the
situation today, about the living conditions of
the inhabitants, unemployment, the pollution and
the changes(positive or negative) over the last
ten years in Copsa Mica.
Or for example, it would help us a lot if we
could have contact with somebody who knows where
to find the right persons in Copsa Mica, and/or
somebody who can 'guide' us during our stay.

SEELINE (South Eastern European Legal

Initiated by the Croatia-based Be active Be
emancipated (B.a.B.e.), this regional network of
women's human rights organisations exchanges
knowledge and engages in advocacy work to
prevent violence against women and protect
women's rights. Strategies include encouraging
regional governments and parliaments to
incorporate gender-sensitive provisions into the
legal system, strengthening collaboration
between women's human rights groups and
concerned individuals, and making tribunals'
work regarding violence against women publicly
known and visible.

Dear All,
this is a reminder that the Cluj Center for
Policy Analysis has launched a call for papers
for the first issue of its forthcoming
electronic quarterly Cluj Journal of Policy
Analysis. Academic articles (4000-8000 words),
policy analysis and commentary (max. 2000
words), reports of original research results and
book reviews (max. 1000 words) are currently
invited. They should be located in the inclusive
field of policy studies, and focus primarily on
European transitional countries, but not only.
Deadline for submissions is July 1, 2003.
The Cluj Center for Policy Analysis is also
operating a section of Occasional Papers. For
these the deadline of submission is on-going.

New Database for Reconciliation in Southeast
Europe
A new Database is currently being created
for NGOs and institutions in Southeast Europe,
under the auspices of the Stability Pact for
South Eastern Europe and the Hellenic Presidency
of the European Union, and organised by the
Center for Democracy and Reconciliation in
Southeast Europe. The database is part of the
Reconciling for the Future initiative. We
request that you submit information on your
